My question: If someone earns an Associates in Applied Science degree, in lets say Missouri, would it be valid in lets say Arkansas? Is is possible to transfer credits between states?

It's up to each school which credits they will accept, but it should not matter if you went to school in a different state.

You should be able to transfer credits between states.. Well I did... I recieved my associates degree in Florida, and I am currently attending a university in Texas... All my credits transfered, without ant problems... If I were you I would check with the school where you recieve an associates degree, and see what their policy is on transfering out credits... Also check with the out of state school and see what their policy is on excepting / transfering out of state credits... I hope this helps you with your question... :)
