yes, you must post a stamp on each or you can put them all in one large envelope and add 3 stamps to the envelope...I work for the Post Office in Los Altos CA.

You don't say where you live, so it's hard to tell. In some countries, mail is carried OHMS (On Her Majesty's Service) if it pertains to government. Since the Post Office is part of the government, you should be able to simply drop them in the post box.
If you live elsewhere, if the post box is right outside their location, it's just going to go from the box into the building, so that shouldn't require a stamp. If you were able to walk into the building and hand it over the counter you wouldn't need a stamp, and this seems about the same thing.

No, you don't have to use a stamp...just as you would not put a stamp on an invitation if you stuck it in a friend's mailbox. This is the PO's mail box. Plus, that would cost you almost $8.00!

I'd recently read that since the PO is a federal thing, and there has been no federal votes to raise the cost of stamps since it was 2 cents, then it is still officially two cents. (or something like that.)

Yes, put stamps on them even if you mail them from their location. They don't deliver nothing for free! Even letters to themselves!
