Dablaze is quite right, simply clone your introductory paragraph st the beginning. Some English teachers might be on to this, though, and will at least want more.
Maybe add an opinion or speculation for the future on the unresolved issues...say, that unresolved issues tend to be of a so-and-so nature, or have so-and-so in common, and this pattern doesn't seem to be different for the future, if the past is any indicator. How's that?

take your introductory paragraph, reiterate what its says. and then answer the question posed in the intro but as a short version to close out the essay. make it sound like you it was a problem that got solved.

teachers just want you to wrap up the body of the essay nicely.

A concluding paragraph is just a repackaged version of the opening paragraph.
