In addition to those already listed above are the following.
There are some that make out drugs and alcohol to be "fun":
Every Cheech and Chong movie - Pot
Every movie with Jay and Silent Bob - Pot
Harold and Kumar Go to White Castle - Pot
Revenge of the Nerds - Pot and Alcohol
Fear and Loathing in Las Vegas - Booze and drugs
Body Shots - alcohol abuse and its aftermath. Tara Reid and Jerry O'Connell's characters have a difference of opinion on what happened one night after they hookup when they are very drunk...he thinks it was consensual and she thinks it was rape.

In my opinion all show the negative effects of drugs and alcohol, but some to more of a degree than another.
Spun - Crystal Meth - It is from the perspective from the lead character, a 20 something addict and the other addicts in his life over a few day period, and what being "high" on the drug is like.
http://www.imdb.com/title/tt0283003/
Traffic - Cocaine - How it affects affects the lives of the main characters of the film portrayed by Michael Douglas as the anti-drug campaign drug judge who has a teen daughter is hooked on drugs and her downward spiral, Catherine Zeta-Jones as the unsuspecting wife who finds out her successful husband is a drug dealer and in order to keep up with the lifestyle he provided, decides to take his place as a drug dealer with DEA in pursuit, and Benicio Del Torres as a cop with diluted ethics dealing with inner turmoil over his own war on drugs south of the border.

Pulp Fiction - Cocaine overdose - Has famed scene where Uma Thurman overdoses and is revived by a huge needle of adrenaline being plunged into her heart.
http://www.imdb.com/keyword/pulp-fiction/
28 Days - Alcohol and pill popping - Sandra Bullock is the main character and it is more of a light-hearted drama of her 28 days in rehab after making a fool of herself at her sister's wedding, then crashing her car.
http://www.imdb.com/title/tt0191754/
Blow - Pot and Cocaine - A biopic about a drug dealer named George Jung, starring Johnny Depp who starts out dealing pot and moves up to cocaine.
http://www.imdb.com/title/tt0221027/
When a Man Loves a Woman - Alcohol abuse/addiction by the main character, Meg Ryan and more true to life than most movies as it shows how her husband, played by Andy Garcia, has been an "enabler" in her addiction.
http://www.imdb.com/title/tt0111693/
Clean and Sober - Cocaine and Alcohol Addiction/Recovery - Michael Keaton in the starring role
http://www.imdb.com/title/tt0094884/
Go Ask Alice - Drugs and Alcohol - based on the diaries of a 17 year old girl who was an addict and died from her addiction.
http://www.imdb.com/title/tt0068644/
Maria Full of Grace - Drug Smuggling - Pregnant 18 year old girl becomes a mule for smuggling cocaine into America. One of her friends that smuggles with her dies or is killed after not being able to "pass" the packages from her system after arriving in America.
http://www.imdb.com/title/tt0390221/

The film is actually 28 days, with Sandra Bullock, about going through rehab. If you want a really good book (that is also funny), you should read Rachel's Holiday by Marian Keyes, which shows really clearly the psyche of a drug addict. Marian is well-known as a former alcoholic, so she is in the perfect position to really understand the abuse of drugs and alcohol. In the book, you go from the beginning where she is in complete denial, and it shows through flashbacks and her therapy sessions how she is, and we experience with her the horrid realisation that she is in fact a drug addict. Sounds like a downer i know, but it is actually really funny, my favourite book of all time.

Fear & Loathing In Las Vegas - We had two bags of grass, seventy-five pellets of mescaline, five sheets of high powered blotter acid, a saltshaker half full of cocaine, a whole galaxy of multi-colored uppers, downers, screamers, laughers....Aslo a quart of tequila, a quart of rum, a case of beer, a pint of raw ether, and two dozen amyls. Not that we needed all that for the trip, but once you get lockerd into a serious drug connection, the tendency is to push it as far as you can. The only thing that really worried me was the ether. There's nothing in the world more helpless and irresponsible and depraved than a man in the depths of an ether binge, and I knew we'd get into that rotten stuff pretty soon. (Opening dialogue of Fear & Loathing In Las Vegas)
Blow (2001) plot summary: George Jung is the son of a struggling small business owner, growing up in the 1950's. Seeing his family struggle to make ends meet and failing, George vows never to share a similar fate. Moving to California, he starts his own pot pushing operation in which he finds both successes and imprisonment. In prison, he meets a cellmate who introduces him to the new, lucrative market for cocaine. Upon release, George Jung quickly becomes insrumental in establishing the exploding U.S. market for cocaine in which he claimed that he handled about 85% of the supply in the 70's. However, for all the fabulous wealth and power he gained, the true costs of his dangerous occupation catch up with him in ways in which he would never recover.
The Basketball Diaries - A gritty film chronicaling the adolescent years of poet/writer/musician jim Carroll (played by Leonardo DiCaprio). Carroll was a Catholic high school basketball player, presubably headed for the NBA. Unfortunately, his plans didn't quite work out when Jim fell into the cruel world of life on the street and heavy drug abuse. He kept a vivid journal of his life and times, hence the title. Carroll's early life3 reads like a textbook of what not to do. The film really gets under your skin and never pulls a punch. The powerfully realistic performance by DiCaprio, full of all the pain and suffering that comes along with heroin addiction, makes this film almosr required viewing for any young person not exposed to the drug culture. This film won't encourage you to start that heroin habit anytime soon.
Easy Rider - 1969 - This "road film" is a tale of a search for freedom (or the illusion of freedom) in a conformist and corrupt America, in the midst of paranoia, bigotry, hate and violence. The tone of this film reflects the collapse of the idealistic 60's.
AWESOME MOVIE
Rush - A powerful and riveting film exposes the plight of two narcotics officers who cross the line....and becomeenmeshed in the dangerous but intoxicating underbelly of the drug world. Jason Patric and Jennifer Jason Leigh are undercover officers, partners who become lovers- and addicts - as they infiltrate the local drug scene in order to bring down a suspected drug lord.As their relationship intensifies and their drug use turns to abuse, the fine line between the good guys and the bad guys becomes as blurry as their drug-induced vision.
Scarface - 1983 - Al Pacino stars as a two-bit Cuban refugee who lies his way into the U.S, where he and his friend Manny find their way into the world of crime. They murder a political figure for drug dealer Frank Lopez to get their green cards and soon find themselves on his payroll. Tony's elimination of rival Columbian drug dealers gives him a more prominent role in the organisation. Tony eventually becomes the most powerful drug lord in Florida. Tony becomes a paranoid, selfish drug addict. Violence and more violence...a terrific movie.
Traffic - 2000 - A modern day look at America's war on drugs told through four separate stories that are connected in one way or the other. A conservative politician who's just been appointed as the U.S. drug czar learns that his daughter is a drug addict. A trophy wife struggled to save her husband's drug business, while two DEA agents protect a witness with inside knowledge of the spouse's business. In Mexico, a corrupt, yet dedicated cop struggles with his conscience when he learns that his new boss may not be the anti-drug official he made himself out to be. Great movie
