Bush has weaseled around this using "recess appointments", but they are only temporary. He may continue his assault on the Constitution by looking for a technicality to keep John Bolton at the UN, despite the Senate's unwillingness to confirm him and the imminent expiration of his recess appointment.

By the way, the Republicans control the Senate and they still won't approve the guy.
