Hello. If you're asking based on the electrical current system we use here in the USA, than, yes. If you're trying to figure out if American games work in the PS2 system, than no.

No converter is required for a Japanese system here in the USA.

It will but you'll need the correct adaptors and you can only use the Japanese games.

It's not like you can just walk into EB Games and pick yout favorite game, take it home and play it on your Japanese PS2.

japan and the US both use NTSC format. so urplaystation can work in both of the countries.
