The open sea, the water, looks like the color blue because the ocean reflects the color of the sky, which is blue. The sky is blue because molecules in the air scatter the blue light in the color spectrum more then the red light.

It is because the blue colour is only reflected,and all the other colours are absorbed,it is like why the rose looks red..And sometimes the oceans seems green,blue or other colours due to presense of algae.
