Nitrites (NO2-) ARE NOT soluble in room temperature unless they are with Alkaline Metals or Ammonium.

However, NITRATE (NO3-) is soluable in almost everything.

Everything is soluble. Just the solubility of the substance changes. Also, the solubility depends on what solvent and temperature is used.
