They were created by the arabs, They are called arabic numerals

They are called Hindu-Arabic, or just Arabic - but may actually have originated in Persia. The earliest writings using these shapes of digits do not include zero - the origin of zero is still debated.

Base ten math because the first counting aids were probably the fingers.
