I Have had the carberators cleaned and new gas

I sure hope that when you were running it on "land" that you had a water supply going to the engine, if not, you probably ruined your water impeller which should NEVER be run out of the water. If the impeller is shot you then run it in the water, no water will circulate in the engine block and you will overheat and scald the engine. Not a good thing!.
If it will start and run on a hose, it should run in the water, at least at idle. If it won't pick up speed there are many things that could be wrong, way too many to attempt here to describe all of them. What you need to do is take the motor to a good repair person and have them check it over and go to the lake with it and run the engine. Then, and only then, can you usually locate the problem. Some of the problem areas could be power packs, triggers, stators, carburetor adjustments , spun prop hub, etc. And the list goes on. With only the information provided I cannot even make a guess. Take a mechanic to the water and I bet he can find your problem. Good luck.

It could be as simple as making sure the breather on your external gas tank is open. It could also be water in your gas tank. I've had both issues before.

Buy the manual.
They are cheep on ebay and you will need it again.

The idea of the wrong prop is possible but if that motor was on that boat and it ran OK - changing the prop wont help

It is not running under load when on land, may need carburator adjustment.

who cleaned yous carby's-were they qualified or just mechanically minded?
sounds life air/fuel mixture and high speed idle to me

missing prop, wrong prop, prop splines stripped, anchor still down.
