Using a speedstream dsl router + Linksys wireless card.
Bandwidth test on wired computer is 4.1 megabits/s, while wireless is only 827 kilobits/s. The wireless connection also takes a decrease when downloading on the wired computer. Signal strength is good. Is there any way to divide the bandwidth evenly between the two machines?

with anything wireless there is a little delay. and with a router it will always give what has the quickest response priority.

some routers have QOS (Quality Of Service) to where you can specify the priority of devices by their MAC address or the port on the router.

Do you have any wireless devices inbetween your wirless computer and the router? I have have two tv sets normally between my laptop in the bedroom and the router in the living room If I take the laptop into the same room it gets the same transfer on the internet. It is a little hard to believe you get 4.1 megabits on DSL. About the fastest you can get is 2.4 on fiber which I have here.

Yes. it is.
the wireless connection is anywhere from 10 Mbps to 54 MBps but it is subject to radio interference, which will cause your equipment to resend information if it not recoverable in the decoding process.
The wire is 100Mbps and is not subject to any interference. So transmission will be error free, requiring no retransmissions.
