Hands down Star Wars. It is referenced in just about every tv show and many many movies...
Aside from that, how about the fact that every single sitcom has to have a Christmas episode of "A Christmas Carol" where the character sees Christmas past and future, as well as the infamous sitcom "It's a wonferful Life"/what would the world be if you were never born? Even some relatively serious shows have tried to use it..

Star Wars would be on the top of the list for me. All Kevin Smith movies reference it. That old movie about 'rosebud and the sled' is spoken of a whole bunch but I have no ideal what they're talking about.. oh it's from 'Citizen Cane'... Star Trek gets ref'd alot. I guess cause these movies just stuck with their generation(s)...

Animal House. There's music videos and several "I'm a zit" spinoffs just to name a few.
Monty Python. Spam & Lumberjacks. Need I say more?
Star Trek probably runs parallel to Star Wars as mentioned
And how about redneck comedy? That stuff is constantly recycled!

i would split it between Star Wars and the old Terrence Hill movies. Back in the 50's (not sure if it was the same actor) there was a cowboy who would slap a guy then draw his gun faster then the other guy could react. but instead of shooting him (dont know if he ever shot the other guy) he would keep it up.
Its probbaly a Three Stooges reference btu seen several references to just that.
