House? Any sale is a deal if the purchaser is satisfied and thinks it is a deal. Like an old coin. You may think purchasing one is less then intelligent but the next person, no matter what the price, may think it is a great deal. So then it shall be, a great deal.
Where the heck is "Wiscnson"? If your able to travel there then go get married.
Meanwhile the price of houses in Wisconsin would seam like an excellent bargain compared to Southern California prices.

If you have documentation to prove who you are, you should be easily able to marry in Wisconsin, if you are planning a traditional marriage, one man - one woman.

Some states require you to live there. Usually the touristy states don't.
