Go to the local school board and ask about ESL classes. There are probably night classes that you can take, and they'll more than likely be free! Good luck in this endeavor!

You can learn to speak English well by reading lots of English literature. Joining a book review group is another way, they're usually free at the local library.

Find an English speaking friend and have conversations. Watch movies and TV shows that are in English. Get a tutor.

1. watchin english movie with sub title and then speak the words which u can hear clearly along and see how they pronouce it and see the meanings
2. listenin music and sing along, and then find the meanings...this way will help you learn the vocabularies and the slangs
3. dictionary, use it find the meaning and the way to pronouce correctly
4. try to use the words u learn recently, this way will help you remember the word and the meaning
5. speak it with foreigners or your friends in english
6. read in english
7. write in english
8. chatting online, will help you order the sentence
9. just speak, don't care if it's the right grammar or the right words...if it's wrong words you said when you communicate, the one who you're talking with will tell you that s/he doesn't understand and this is the way you will learn to speak other way to make them understand.

Just communicate in English with your friends, Parents, fellows etc. it will give you a good chance to brush up your skill.
REMEMBER ONE THING.....
NEVER GET AFRAID TO COMMIT TO A MISTAKE (while speaking English)
BUT TRY NOT TO REPEAT THE SAME MISTAKE.

Well you have to take English with a good teacher. Don't try to learn this Slang on the Internet....Try one them CD.
