Well, in Snoop Dogg's song, I think he did mean it sexual, but what it really means is that it's a prison term when an inmate drops the bar of soap like a hot potato in the prison shower. Haha, nah I'm foreal though! It means that!

No, it's not sexual. There are two thoughts on the history of the phrase.
1) "hot" as in stolen, and you don't want to get caught with it
2) hot as in a hot potato you drop and fling your hands out- I think this was the original meaning of the cliche.
