my first question is how did you post this without internet explorer? or did you use another computer? if you have some way to access the internet on the computer in question then go to http://www.microsoft.com/windows/ie/default.mspx and follow the instructions or download the file on another computer and put it on cd or flash drive and install the file on the computer in question.

You basically have to go to the Windows Control Panel, hit add/remove software, find the Internet Explorer on the scrolling list, choose it and hit the add/remove button. It may run auto, or it may ask you if you want to remove or repair. If so, try rthe first time, let it overwrite the old files, and then it should want to do a reboot, which is fine.
If you're using the original browser, such as on a newer PC, then you'll probably need to use your Windows system disk to fix Internet Explorer.
Until late this summer I was using Windows 98SE with no problems, then MS cut off support in all future updates, and at the same time all major websites loaded content requiring updates on all the plugins to IE that weren't supported by IE6 or MP9, the last versions supporting Win98SE. If you're in the same boat as me, switch over to free browsers like Firefox and opensource linux as the operating system.
I use the Knoppix 5.0,1 distribution, which can't be corrupted by viruses (viri?) at least as long as you run it straight off the CD-ROM. It scans the hardware and automatically configures itself every time you boot it up. My PC uses an old AMD Athlon 600 and it chugs along faster with this system than it ever did on Windows. Firefox and OpenOffice are builtr into the disk and the work wonderfully. There are some built- in games that are better than MS freebies.
For full- blown installations, RedHat's Fedora and Ubuntu's 4 different Dapper Drake 6.06 installations seem to be the most popular. For just a trial basis that does nothing to your Windows system, though, nothing beats out Knoppix for quantity and variety of applications. The CD has a big brother also, on DVD. It's so packed with software that I have troulble running it with only 256M of RAM. I believe it's meant to run on a gigabyte of memory, and it has a lot of server software included, more games, and helpfiles and documentation for all the included programs.

If you have no browser, how are you asking this question?
If you deleted the icon from your desktop by mistake, first open your Recycle bin and see if it's there. You can select it and restore it if it is. Otherwise, find Internet Explorer in the Start Menu or All Programs, right click it and select 'Show on Desktop'.

Count your blessings! IE sucks! Big time!
Actually, I think you've just "lost" the desktop icon; otherwise you wouldn't be able to read this.
I'd suggest that you look in your system tray or in the programs at start.
You might also want to download and use Mozilla firefox which is a much better browser that a free download!
Cheers

Open MY COMPUTER
Go to the C: drive
Look for the PROGRAM FILES folder
Open it and look for the INTERNETEXPLORER folder
Inside that folder you should see the blue IE icon. Copy and past it to your desktop
