Since you mentioned DSW and Payless, I'm going to assume that you're looking for something reasonably priced. When looking for shoes that are still cute, individual, and that I've received compliments on that did not bankrupt me, I've always loved Baker's shoes. They're in lots of malls or on-line.
If you wanna go a little bit more up-scale, but still not "are you crazy? for a shoe?!?" pricing, I love Aldo and Steve Madden. Again, both retailers are on-line or malls, and they have great prices. I got a sale pair of pumps from Aldo for $24.00 that I've had more compliments on (from women and men) than any other pair of shoes that I've owned.
And last but not least, Urban Outfitters has some great finds every once in a while, so if you're in a bind they're not too crazy for prices and are always individual.

How about department stores like Macy's, Nordstrom. Or some small shoe shop in the mall carries cute ones too! You should check!

Just look at any shoe stores in your area. Everywhere from Jc Penney's to discount stores like TJ Maxx and Marshalls migh have some nice black dress shoes. If you can't find what you want, then try on line shoe stores.

Go to a department store and look in the designer section, try Norstoms, and Bloomingdales. They may not be cheap, but if they are versitile, and you like them they are worth it.
