As the others have stated above, your little guy has too much moisture and his little roots are suffering.
Try to keep from watering it for a while. Can you dig him up and put him in a pot for a while?
There are additives which you can put into your soil which could help, but the main problem is that your little guy needs to be less wet.

Is it inside? If it is, that might be the problem. Ivies need a LOT of humidity. Most houses stay too dry. If it is in a pot(you don't say but it sounds like it) I would repot it. Sounds like it is not draining enough. Droopy leaves and wet soil is just too much water.

I think you've over watered it or something is holding the moisture too long and the roots are rotting. I'd let it dry out and see if it will come back. I doubt that the droopy leaves will revive but new ones should. Remember just to water when almost dry. Good Luck with Ivy.

Replant your ivy immediately! You've overwatered your plant and the roots are dying in overly soggy soil.
You need to get fresh potting soil and add perlite or small chunks of bark to make air pockets in the soil. Make sure the bottom of the pot doesn't sit in water anymore.
Trim the branches about halfway back so the damaged root system doesn't have to support such a burden. Dip the ivy cuttings in a root stimulant and plant them separately to propagate new plants, or put them in a glass of water to root, then plant.
You need to ignore the original ivy plant after you replant it until the roots recover.
It is possible it is too late to save your ivy if it is already drooping. Good Luck!

Maybe you are watering it too much. Try to give it some sunlight and let the soil dry out before you water it again. The roots could be rotting. The next time you water it add a little fertilizer to the water to help feed the ivy. Good luck!

The soil is too wet and is slowly drowning your Ivy. You need to drain the soil by applying drainage ( aggricultural drainage- black pvc pipe with perforations). Dig a trench along the base of your Ivy about 6'' down put in aggi pipe cover with a quarter minus ( a small gravel) then top soil. Remember to have the aggi pipe falling away from the Ivy - lowest point of discharge down hill.
