In cooler climates it is best to plant and divide ornamental grasses in the spring.
When transplanting dig around the plant with a shovel about 6 " away from the clump,dig under the clump, lift it out of the hole and move to the prepared new location.
You can transplant now but water well.

I think that if you dig up the grasses with plenty of root ball on them you should be fine. You are in the northern hemisphere so you will be in what we in Australia autumn and you call fall I believe, so the dormency period a most plants/grasses should be close. Just make sure plenty of rootball and water in to get the air away from the roots, this will stop the roots from drying out.

There used to be an easy answer to this question, but that was before climate change. Any perennial should have at least 60 days to become established before the ground freezes. If you think you have that margin in IN, go ahead and move it. If you are in doubt, better wait till spring. If the ground freezes before the roots have taken strong hold, the frost will pop the roots right out of the ground. Judgment call!

Yes, but do it quickly before the first freeze, the transplants will need about three weeks to settle in and take root again, first freeze is predicted for the end of October for our zone.

Yes this is a good time to plant them.. they will survie good ..put some mulch over the top in case of a early freeze.. but they should do very well.. make sure that you water them good.. they need water even through the winter.. if you don't get enough snow to keep them going.. new roots take a lot of water to take hold.
