Right click on the Recycle Bin icon, then click Properties. Under the Global tab make sure the "Do Not Move Files to Recycle Bin" is UNchecked and the slider is set to at least 5%.

Depends on which version you have in Windows. In Windows XP, if you right-click on the Recycle Bin and select 'properties', it will bring up a window with options.

Select the 'Global' Tab. There should be a checkbox option labeled 'Do not move files to the Recycle Bin. Remove files immediately when deleted.' Make sure that is UNCHECKED.

Right click your Recycle Bin, the click Properties. Make sure the "Do not remove files to recycle bin" box is unchecked. Also make sure that some space has been allocated to it by moving the slider to the right.
