Check the power supply out before jumping to any more conclusions. A well designed power supply will cease to function before it destroys the rest of the computer when there is a power surge. Power supplies do have fuses internally , but THEY ARE NOT USER REPLACEABLE. What part don't you understand?

Could be a Motherboard or Power Supply. Take it to a repair shop if you never have worked inside of a computer before. Good Luck!

Your motherboard is fried. You will need a few tools for this. And they are of the following.

1.) A crowbar
2.) A hammer
3.) A screwdriver one of each
4.) A Difibulator cart from your local hospital
5.) A new motherboard

Ok after you have all your tools you will need to take your crowbar and pry off the metal casing to your pc tower. Once that is done take your screwdrivers and hammer and pry out your old motherboard. Once that is out you will need to take your new motherboard and your hammer and pound it back in. Once that is done take your hammer and check everything else by giving it a stern tap. Once that is done take your defibulator cart and charge it too the highest settings. Once that is charged give it 5 shocks. Once you complete that you will need to get some duct tape and tape everything back together tape it shut and turn it back on.

P.S. DONT USE A SURGE PROTECTOR THAT IS WHAT KILLED YOUR PC THE FIRST TIME.

The blackout may have shorted out the motherboard

Before you go buying new hardware, make sure you have checked the FUSES. They're a lot cheaper to replace than a motherboard.

Try unplugging it from the back of the hard drive. Then plug it back in and turn it on again.

Good Luck

P.S. If you have a surge protector make sure it is on.
