Roman Empire (the German Eagle uniform badge is a direct copy of the Legionaires Standard) and Byzantine Empire -- Double Headed Eagle that was also adopted by Imperial Russia.

It's Iraq by the way :) But Prussia (two-headed eagle) and Russia used the eagle(s) as symbols for their nation.
