Yes as long as both are DDR and not DDR2. It will run at 333, although it may still be a little better because it will run at lower latency, maybe. Anyway my recommendation is buy whichever is cheaper.

Yes the computer will automaticlay change the DDR400 to reclock the memory down to DDR333

Yes as long as the Ram is the same type i.e DDR replaced with DDR or SD with SD,and the motherboard supports the added
capacity of Ram.
Pentium 4 has a capacity of 1 GB or more,but P3s are limited to 512Mb,or in some cases even less.
