i cant format becasuse the computer doesnt let

u should try to uninstal and install the program for it. or try to plug the USB cable into another USB port.sometimes a differnt hub works too.

ok i see youve asked this question a million times already. anyway i had the same problem too. what you need to do is go into 'my computer' then right-click the c drive then click 'format' then click 'start'. then leave your computer for about an hour then try the psp again and it should work.

try another port then cable. as well as another usb device to rule out the port. Then uninstall and reinstall the driver if still nothing it might be the psp
