What can we do to stop people from shoplifting?

Should we put them in jail for a few years? What if we made them pay huge fines or do community service for a few years? Some countries will cut your hand off, but I think that's too much.

Make them wear a sign and work where ever it was that they stole from until they pay for the items they took .
