Well, if you're going to listen to my advice MAKE SURE that being a "girly-girl" is something you really want to do. Also You can change your clothes and hair and makeup, but never change your personality
1. Hair- If have have lighter hair you could go to a salon and getting blonde highlights, make sure they are "piecy" and not "chunky" highlights, but if you have more brown-ish hair, dye it a really rich chocolate brown. If your hair is short-ish now try getting long layer and straightening it, if your hair is long, try soft, big, curls...i suggest "swoop" bangs for either style
2. Makeup- You're still pretty young, so i wouls suggest black mascara, maybe brown eyeliner (if you're allowed to wear it) and maybe a pink-ish/peachy blush and lipgloss, just make it natural try sephora or M.A.C
3. Clothes- You have a lot of options try skirts ( denim, cotton, whatever) in the mini variety ( don't go for the boho thing) polos,jeans, cute tee's hoodys, go for pastels and the occasional black piece shop at places like american eagle, hollister, and abercrombie, they'll be able to guide you
4. shoes- flip flops ( rainbows preferably) and cute tennis shoes ( like pumas) NEVER let your socks show above your shoes
5. you should probably try and get a cute bag im thinking coach or dooney and bourke, if you have to wait until your birthday or a winter holiday, be patient coach or dooney will last you forever

Well, without everyone noticing and talking about it, take it in baby steps.
Maybe first start with hair. If your hair is one length (and medium-long), get it cut, and ask the stylist for long layers and some around the face. It will add volume and body. Try a moisturizing shampoo and conditioner to give it shine, then a good blow dry with a round brush (if your hair is medium-long).
Or some make-up. I use Maybelline Pure Make-Up foundation. It's 50% water, so it's light, doesn't clog pores, and makes it feel like I'm not wearing foundation. Maybe some light mascara (wet n' wild it great) and blush (also wet n' wild). I always use blush. It gives my pale skin some color.
Now clothes. Try adding more feminine peices, like tank tops, fitted tees, skirts, shorts (not longer, but shorter) and fitted jeans. Wearing jewelry can make a tougher outfit more girly. Like earrings, necklaces, and bracelets. I would try Wet Seal, Forever 21 (i love that store), American Eagle, and Urban Outfitters.
And of course, shoes. If you like converse, try getting a fun color like hot pink, purple, or red. Flip flops are great too. Old Navy has some great ones in most colors for only $3.50.

My best friend just went through the same thing. What we did was took her shopping and once she tried on some things that showed off her body and she saw how she felt in them, she decided to buy some. We bought her pants that fit her better, t-shirts that showed off her body a little more, and now she isn't a major tomboy or a majow girly girl. Don't do anything too sudden or drastic. Take smaller steps and it will make it easier to change.

well first off grab a good friends. someone who kind of wants the same things you want in the fashion department.
then just go to the mall. run through a department store and just grab everything YOU think looks cute. go into a dressing room and try everything on. mix and match. tell your friend if she looks good and shell tell you.
i swear. its fun. and it works.
also look through magazines. pick out peoples outfits you like and then keep it with you when you looking for a special something.
do the same thing for hair especially. its always good to bring pictures when your going to try something new and drastic.
but most of all....HAVE FUN.
and dont buy things you dont like to fit in.
it doesnt matter what other people think.....its what you think of yourself. and if you think you look cute thats good enough

Well, remember...you're 13...And people tell you this all the time, but don't try to look older than 13--just like...I wouldn't try to look any older than 16. xP...
First...get nice haircut...Don't dye it...And maybe learn to straighten it...or style it really nicely...
Then wear more feminine clothes...you don't HAVE to wear heals to look girly...
