well... I don't know the specifics here... but I would wager to guess that Pen. spends it's money on other things like schools... which it probably ranks considerably higher in than W. Va....

while W. Va. spends a more sizable amount of it's tax base on roads, and not as much on schools...

it's all about priorities... education, schools... and of course there are many other things that tax dollars go to that are prioritized differently...

That would probably be a good question for your congressman or senator or maybe the highway dept. I think they're listed in the white pages.
