No. But they are both in the same Order, Rodentia. An Order is composed of many Families, and squirrels are in one family, Sciuridae, and rats are in another, Muridae.

He is a rodent and is in the same large order as rats. However he is not in the family of rats. He just looks the way a rat would look if it had a bushy tail.
