I'm pretty sure, that you can hold your neighbors responsible, as it was their dog. They should have had the dog attended.. or at least tied up or something and not running in the street.

how did the dog cause it? Doesn't hubby know how to exercise caution on a residential street? Was he going so fast, he couldn't stop? How is this the dogs fault (dog was out in the street unattended, causing my husband to crash our Harley). Take responsibility for your own actions and stop blaming everyone else!!

It is possible you could get compensated for your loss. It might be easier to collect if the dog is a "known biter" or a "dangerous breed". Also the leash laws are important. Is the dog constantly out in violation of the law? I cannot legally give legal advice so call an attorney and see what they say/

No your neighbors aren't responsible for paying property damage that's why you carry insurance but they will be fined for their dog being out. What I'm curious about is how did so much damage occur? How reckless was your husband being? I know that when I drive through my neighbor hood I drive the 15 mile speed limit..
