No. He could only qualify for that title if he had more than a brain stem that was ever operational. Bush embodies arrogance, greed and aggression, none of which involve the cerebral cortex except as a retarded afterthought. People can't tell when he's taken drugs (which is probably more often than you'd guess), because when he's sober he can't even eat a pretzel without it becoming a life threatening event.
