No, it is not. Anyone who says it is is simply ignorant of the laws governing file sharing. It will never be illegal to share your files with anyone. However, it is illegal for the companies to ADVERTISE free music downloads.

Not the program. But most of the use to which it is put (downloading movies and music that is copyrighted, without going through an outlet that collects royalties and passes them on to the artist) is.

DOWNLOADING music is NOT illegal
BUT after you download it and YOU SHARE it that IS ILLEGAL.
so as long as you change the setting so that you are not sharing, you are not doing anything illegal

Limewire is legal. Downloading music and videos from it is not.
