My Dell was made in the fall of 2001.
Could this be a motherboard issue?

Check your BIOS settings, and any processor specific software you may have installed, to make sure your processor is not under-clocked.

in the bios try setting the clock timings to auto or 1/2 of the core speed if the core speed is say 333 set it to 166 depends on cpu core and memory speed

sorry I don't have the answer to that but, we have a dell desk top and a wireless lap top i will say that their tech support is really good. Have you tried to call them?

Try this, when you are in your bios press ctrl R then it should refresh the rate of your pc. Then you will see what the power is at.
