Try using St.Ives Apricot Scrub when your in the shower to exfoliate away the dead skin cells that is making your skin rough. The most affordable yet effective way to treat your skin is to use baby oil right after you get out of the shower, even before drying. If you feel you need more moisture, try Vaseline's Intensive Care Lotion, made just for dry skin. It is as effective as Eucerin but not so thick. This will make a drastic effect on the feel and look of your skin.

use an exfoliater to slough off dead,old skin cells. than use a moisterizer to moisterize your skin.. try using salt rubs. A good salt rub will energize and invigorate skin,slough off dead skin cells,and leave ur skin glowing and moisturized.

here's a recipe:

u'll need
1 cup of sea salt
2 teaspoon of light oil(canola,apricot,kernal,almond)
3-5 drops essential oil of ur choice(optional)

mix thestuff together and store in a plastic jar. (never bring glass into the tub)

this makes enough for 2 baths.

wet ur skin, rub thesalt in brisk circular motions on ur skin and rinse off.

remember this, a salt rub will make ur tub slippery, so dont forget to wash the tub afteward so u wont surprise anyone with a slippery tub.

body butter which is sold at a lot of beauty stores like the body shop and bath and body works is really nourishing, like 5x more than regular lotion. Also a good mask could help your problem if you want a cheap solution, then sally hansen which is sold at most or all drug/grocery stores makes a lotion and cream for like your elbows and knees and your ankles.

mine does that in the winter time...really bad... but i am here to help...
first....exfoliate...deeply...get a rough lofa sponge and scrub.
second.....when you are out of your bath(shower) tame a mixture of olive oil,honey, grapeseed oil... and spread everywhere...do not dry off yet...when the mixture is rubbed into skin till it disappears...then pat dry...mt skin stays so soft......you'll love your skin....

for your feet, put on your favorite lotion and put a plastic bag big enough over your feet. next put on your favorite pair of socks and sleepin it. when you wake up your feet will smell half stink and half lotion, but it will feel good. just put your feet under cold water for 30 seconds then put the under warm water for 10 seconds.
for hands, just keep the moisturizing lotion comin'
