Get a local retailer to donate a big-ticket item and sell raffle tickets, if you can't then do a 50-50 raffle-winner gets half, you get half.

If you have any way of doing this:
Go to a junkyard and buy a really crappy junk car, you can usually get one for about $100-$200. You'll need different "weapons" i.e. a handaxe, a sledgehammer, baseball bat, etc. Charge $1.00 for 1 hit or $3.00 for 5 hits. Hitter gets to choose their weapon and beat the crap out of the car. It sounds simple but there's something about smashing things and not getting in trouble for it that kids, especially teenagers, just can't get enough of.
They did this at our county fair one year and there was a huge crowd around the car as people swung at it endlessly. I even paid for a few hits.

Get everyone to donate something( e.g. at Easter say an Easter egg )
Stick 1 raffle ticket on items on display & matching raffle tickets in a lucky dip bucket.
Everyone pays £1 to have a go and everyone gets a prize.
Simple but effective!
Choose your own theme for donations,you can have "bottles" or "chocolates" whatever you think.

A good ole fashion kissing booth.
Of course, you would have to get it approved by your administration. You would also have to keep it "clean." A peck on the cheek for $1.00.
Stress squishy things are also cool fundraisers. Get an appropriate shape.
Book socks...the fabric book covers.
Candy...always sells well, but you have to keep track of kids having money.

a clay pigeon shooting tournament. have all the little boys and girls try and shoot flying clay pigeons with 4-10's, just rent a few 4-10's and the amo shouldnt be that much. have the little kids pay 1 per shot:) lol
