That depends on which way the lock was installed,but i prefer them facing up myself.

If the lock is already installed you must insert the key accordingly. If you are installing it yourself, have the tumblers on the top. This helps prevent dust, soot, ash and pollen from entering and fouling up the lock.

basically, it really dosen't matter if the tumblers point up or down
