So, you have never felt 'fear,' never been 'afraid' ('knows no fear, know nothing' then, eh?).
Some 'people' are afraid to reveal themselves for a bunch of reasons, usually because they fear rejection ...sometime by some un-caring and unfeeling Other of Importance in their lives.
Some 'people' are afraid of commitment (Who says one 'should welcome it'? ...Where is it written?) and the raft of problems that comes in its wake.
Some 'people' take the easy way out ...because that's what life in many respects, teaches us. So they (we) lie, to ourselves as well as to others, it's called a 'Defence Mechanism,' it serves to Keep Us Out of Trouble.
It isn't the best of ways to behave, it doesn't really teach us much and we rarely (there is a difference) learn from it ....unless we are prepared to (and I hesitate to use the term... but...) 'Grow Up.'
In the term, 'Growing Up,' I meaning, 'coming to have self knowledge' (a bit like Broadband instead of Dial-Up) and some integrity ....and the like.
With all that said. There are occasions when you admit, 'I Love You,' because that's what you feel when you say it, but then come to wish you'd kept your mouth shut ...because you no longer feel just 'that way.' And, it's difficult to, in effect, take back those words and risk the HURT that 'Other' feels on hearing it.

Afraid of commitment mostly. Or, the cold, hard truth, they don't. Actions speak louder than words though, some of us men just don't talk much.

most probably because most men are afraid to be pinned down and to make a serious commitment.

Cuz they know that they can hide behind the pathetic *** stereotype"men dont talk about their feelings" which is man speak for"im just gonna play it safe" and woman speak"men are emotionally weak and lazy"

i think some men are afraid to say the three little words but some men are to stubborn to say it at all.they seem to think that its a woman's job to say it to them to make them feel special.they don't think that we need to hear the words as well to make us feel special as well.i think it's a man thing.

Because they are worried they may get knocked back ???. Worried they may look soft, when they want to look macho..who knows. Some men just need time I guess.

Coz they were not loved as a child.........they fear commitment. It makes them sound girly. Men have problems showing emotions.
OR it could be none of them and could just be he simply does not love you.
