its the thing on the windows task manager. it shows processes 37 and cpu usage 0 and sometimes up to 40. Ive deleted alot of junk and cleaned up a bunch of things and it is still zero cpu usage.

Actually its quite the opposite 0 processing power means it is not working hard, which in turn means your RAM is doing all the work,which in turn means your system can do much much more work,and at a faster rate,then it would if some of the processing power was used to run some other program.

0 CPU means it is using 0% of its processing power. E.G. Doing nothing.
