In essence they are giving out terms that they think you are crazy and need help. But your neighbor could also be joking around with you. In a full explanation coo coo for coco puffs is related to the slang form term of crazy. It is also used on the television commercial coco puffs, they could be making a reference to that and be saying that you eat too many coco puffs or just plain watch too much television.
