If it were me I would measure it (like they do for a coffin) and start looking for a replacement. It is probably rusted through at several places along that seam (including ones you can't see in the center of the radiator) and since it is most likely cast iron (which can not be welded) it's close to impossible to repair.

I would take those dimensions and go to what used to be called a metal scrap yard and try to get one of equivalent size. Two key dimensions are how many of those corrugated sections it has (indicates capacity) and how tall and long it is (so you can fit the new one in its place). Call several scrap yards first so make sure you are going to one that has what you want.

If it is not yet the heating season take out the old one (Just get some large pipe wrenches and hold the bottom of the fitting with one and twist the middle of the fitting counter clockwise with the other). Bring it along when you get the new one and maybe leave it there to sweeten the price. Installation of the new one is equivalent except turn the middle wrench clockwise instead. What you will save on the plumbing bill will pay for the wrenches, pay for the replacement radiator, and make a dent in your heating bill. While you are at the store buying those wrenches also buy a new one of those little screw-in valves (the one that makes the hissing sound) since the old one is probably close to dead anyway.

Get some JB Weld. It's a quick cheap fix and it works real good.
