There are many foreigners do their shopping in this Supermarket especially imported foods...... ask the manager where you can get milk with no allergic reaction....
If you are around Nihonbashi or Ginza area..go to any big shopping places like Takashimaya..they also have imported stuffs...
Regarding the US bases in Japan. I know one in Yokosuka, yes you can get in, show your ID but be sure to get information on how to get there first because it is very far from Tokyo...I have friends who get groceries and stuffs and they know someone who work inside and they are invited as a guests.
I have no problem drinking tap water in Japan but in other country.when I took a bath, I got rashes and itchiness without even drinking this water..it took months before this allergic reaction dissappeared.I have no idea why it happened but for just one country I have been,...others not really.

You seriously sound like you need much more help than you are asking. Your problem appears to be more psychological than allergic.
Although I can sympathize for someone having food allergies, it cannot have anything to do with the pure fact that the food is Japanese. Certain items yes, perhaps certain kinds of milk. Water no way. Water is water if it is purified.
Perhaps you could look a bit more into the preparation and ingredients of the food which caused an allergic reaction so you can isolate what is causing it.
Seriously - if you go around telling people that have travelled the world about this, they will think that you are off your rocker and most likely just very homesick.
Try to find some local foods which are ok, and enjoy this great opportunity that you have to experience Japan. The US will still be there in April when you go back, and you really aren't missing much.

Blimey!! I agree that this is more psychosomatic than allergic!
You obviously aren't settling down in Tokyo very well ... I don't know why that is, but you have my sympathy.
As to the water, I hate to suggest this, but Tokyo water probably has less pollutants in it than American water, and it's much higher quality than in Europe ... this should NOT make you ill though, but you might be happier if you buy imported mineral water - maybe a brand they also sell in America ... Evian, Volvic, etc.
With the milk, you could either buy the skimmed stuff - which is awful, or you could try the more expensive 'oishii' type milk, which is specially prepared to reduce the unpleasant sensation of fat on the tongue. I think it's made by Nihon-miruku company or meg-milk ... here's a pic of a mini-bottle of it, so if you WANT it you know what to look for;

You can't POSSIBLY be allergic to ALL Japanese foods - but if it makes you happy you could eat at McDonald's or KFC every day for the rest of your stay...!!

I've never heard of an allergic reaction to water, but the milk thing I understand. It is less watered down than U.S. milk, so the flavor is stronger. Try the American Pharmacy. They are located throughout Tokyo areas. (and one is right outside of Tachikawa train station) They should have western food, and hopefully water. Otherwise, if you can find someone at the Yokota Air Base, they might be willing to buy you a case of bottled water from the commissary.

Have you visited medical doctor to check your food allergy?
You know that you can buy 500 ml bottles of Crystal Geyser (water from Mt. Shasta, California)at every kiosk in train stations, convenience stores, and etc the price is 110 yen (about US$ 1)at kiosk and is a bit cheaper than European waters such as Evian and Volbic.

According to this site, you can buy 24 bottle of 500 ml Crystal Geyser appox. 2000 yen.
In Tokyo, although taps water is usually drinkable without boiling, some tap water's quality is better than others. It depend on rivers and dams that supply the water.
p.s. I am recently prefer " Hitatenryo-sui http://www.hitatenryosui.co.jp/english1.htm It is a Japanese mineral water,but it is a popular water recently and 500ml bottle of the water is also sold at some of convenience stores in Tokyo.

Looks like you need some help. You can try going to National Azabu grocery store in Hiroo. Use the Hibiya Subway line and get off at Hiroo. Here is a link to the store

You can get filtered and bottled water at any convenience store.
Depending on where you are staying, you can also try Kinokuniya stores. There is a Kinokuniya store in the lower basement floor of Tokyu in Shibuya.
If you go to the basement floors of most major department stores, you will find the food and grocery stores. You may be able to find the things you need to help your sitiuation.

This is kind of an odd question, considering that you can buy French and Canadian bottled water at just about any convenience store, and I'm sure that you'd find an American brand if you looked at enough shelves.
