Hi There!
In Windows XP, click the start button, right click a blank area, then click "properties".
This will open up taskbar and start menu properties dialog box where you can make changes.

If you're wanting to change the way your taskbar behaves, right-cliick it, click "Properties" and mess with the settings there.
If you're wanting to completely redesign it, go with a shell program, like WindowsBlinds.
If you're wanting to change the text of the Start button, read these directions:

click on start, choose control panel, there is an icon there for taskbar and start menu, click that .. you can make changes there.
