I think it depends on societal factors. If everyone has the same legal rights and economic opportunities, everybody has opportunities to work and socialize together, and authorities (such as judges, police, teachers, etc) enforce rather than harm this, there are going to be a lot fewer racists than if people are socially segregated and discriminated against by the powers that be.
Mind you, there are some people I've met who've travelled the world who firmly believe that racism is universal, because whether you're in a village in Nigeria or in urban Bangkok, there's always somebody who hates somebody else.

Every human being of every ethnic background has some sort of racial prejudice. It is normal and natural.
What matters most is how they choose to deal with it. They can be way off in left field like the KKK or they can accept we are all different, unique and we all deserve the same respect, compassion and friendship that anyone else does.
When you describe a co worker do you say "This guy at work said so and so" or do you say "This "White" guy at work said so and so"
If you feel you must clarify their ethnicity or skin color then you my friend are to some degree racists.

I was never racist until I joined the military. After the first 4 year hitch I learned that 99% of all the stuff the KKK claims is basically true for 99% of them nonwhite folks.
