Mine are not shiny. I know it depends on the type of material used. If you have elastic straps, they are not shiny.
Not all old lady bras have shiny straps either (this is in answer to one of your answers).

I think its because skin over by our arms are very senstive. My surgen said so (i got surgery on a swollen lymph node) and she said the skin is very senstive over there.

they are made with satin to feel bettter on the skin. the lycra adds shine too
