Which city is better to live in, in terms of quality of life, safety, weather, etc...

Here are the pros and cons:
LA is diverse with culture, you'll never be bored, food is great, it's close to the desert, mountains, beaches, lakes, rivers, you name it, and the weather is much more mild than Phoenix. But, it's a lot more expensive to live there, my single friends who live there say it's much harder to meet other single people who are actually interested in a sane relationship, and the traffic will literally drive you crazy. Also, L.A. can be a transient city - chances are, people you meet won't live there for very long.
Phoenix is cheaper, the sun shines more days out of the year, it's family friendly (you didn't say if you were single or married), and the air quality is better. But, it is freakin' hot. Iif you like to go out, it's a little more difficult to hit up a cool wine bar or gallery opening without driving across town, and you're surrounded by the desert which can be beautiful, but everyone likes diversity.
As for safety, it really depends on what part of town you live/work in for either city.

I would definitely say Phoenix!!!!!!!!!!!!!! I love it out there and plan to move out there next year!!!!!!! I find that Tempe, Scottsdale and Mesa are the best areas to live in!!!!!! There is so much to do out there too. So, I would definitely head toward Phoenix...the cost of living is alot cheaper than California is!!!!!!!!!

Phoenix, IT is smaller then LA.
and it cost less in live in Phoenix.
but it you lie thr beach, then LA.

LA any day, but NYC is the best city in the USA.
