Can I bring Raviel, Lord Of Phantasms from my graveyard with premature burial or call of the haunted?

No. Not unless the card specifically makes an exception for Raviel. For example, Horus LV.8 can't be Special Summoned from the graveyard normally but Level Modulation allows it because it specifically says to ignore the summoning requirements. Well actually...if you removed it from play and then used Dimension Fusion or Return From The Different Dimension you could. After you fulfilled its summoning requirements of course.
