The main difference is not the ROM or RAM inside the computer but ROM on CD or CD and RAM too. Some CD and DVD is read only ROM and so contains programs - some is also write once - so becomes effectively ROM. Rewritable CD/DVD can be overwritten and therefore more open to abuse, fraud, etc. But can be more economical for some aplications like data back up that is constantly changing. ROM CD/DVD is therefore more secure for archives and RAM CD/DVD better for backup on a daily basis.
