You have tarnish and oxidation, so it's safe to assume that you don't have polished aluminum with clear coat on them.

-First you use Acitone but rinse it off right away before it pits the aluminum. This will take most of the tarnish off. Oxidation happens really quick on aluminum, so when the rims dry off, they will have a greyish-white color to them.

-Use rubbing compound and a buffer wheel to polish them back up. put the rubbing compound on the buffer while it's running to spread it out evenly. Then go at it with the buffer wheel.

-To keep the shine, get them clear coated right afterwards.

I've used Mother's before, It works fairly great. But it doesn't get the chrome shine like a buffer and rubbing compound does.

You cannot expect to restore polished aluminum finish to its original gloss. Soapy steel wool will remove the tarnish and oxidation, rub the metal in straight back and forth motion rather than circles.
Make sure it is not chrome.

Mothers aluminum wheel polish, you can get it at your local car parts store. The best one i found is the one in dark container kind of dark red, also they have the mothers polish ball or something like that. It made for polishing wheels.
