The handlebar because a handlebar is probably made of metal.
metal is a conducter of heat. it is cold to the touch because it conducts heat away from your body as it touches it.
the saddle will probably be made of leather or plastic which is an insulator.

The Handle bar feels colder than the Saddle.
The Saddle represents an insulating material, whereas the Metal is a conductor of heat. Insulators do not give off as much heat because they are resistant to changes in temperature. Metals change temperature easily by comparison. Metals give a truer indication of Ambient Temperature than Insulators

Assumptions:
1. The handlebar and the saddle are at the same temperature as ambient air temperature
2. They are of different materials - handlebar is metal and saddle is leather/plastic.
3. The ambient air temperature is less than 40C (ie not in the middle of the sahara with a temperature above body temperature). Otherwise this should read "less hot".
"Coldness" is concerned with two properties:
a. The difference in temperature between two objects (your hand and the saddle or handlebar).
b. The 'heat coefficient of transfer' of the two objects (broadly - the ability of the object to gain or lose heat through and across its physical boundaries).
This governs the rate of transfer of heat energy between the two objects.
In this case, your body heat energy can be transerred to the handlebar more easily than to the saddle, so it will feel colder.

The handlebar. Because it is made of metal it is a good conductor of heat (ie it passes the heat all the way through it) and so it feels very cold to the touch.
The saddle would feel warmer as it is a poor conductor of heat and so any heat that comes into contact with it cannot move through the material well.

Mine both feel the same as the handle bar is covered in plastic and the saddle is padded.

The handle bar would feel colder because your hands are more sensitive to heat/cold. Unless you are riding knicker-less of course

Neither - I do not ride a bike; and if I did, I would wear gloves (and I always wear clothes - and if it is THAT cold, I would wear thick trousers!!!!
