Mca is also known as the" Millennium Challenge Account".



As far as I can deciper it's an Art friendly Bill designed to get people involved in The ARTs aligned with politicians in both Congress and on a state level for thier benefit.
I don't think there should be such a Bill/law which gives funds to individual origanizations for favors to congressmen such as votes by members.

Another no idea but it sounds like it could be some kind of government legislation. Please elucidate and I will watch for your additional so I can give you my opinion.

Further to the Military Commissions Act, I have to report that I have no idea. Never served, never thought about it and if conscripted, I would have headed over the hill. I'm not sold on the theory of jumping cause some jumped up says so. I trust that it at least requires candidates for commissioned ranks to have training in ethics as well as strategy and the advanced competencies of their command.
