I am hoping that a ceiling fan with 4 60watt bulbs will be stronger light than one 300watt halogen light floor lamp facing the ceiling.

If the 300W lamp faces a white wall, yes. But to save money and energy, why don't you get a 75W (input) 5,000K fluorescent?

Ummm do you know how much heat that halogen willputout?
Egads man but the new 9, 15 or 18 watt mini flourescents bulbs and save lots of money !

Depends on the "lumens"
The amount of light produced for the wattage used.
